NITDA Unveils Cloud Policy Package to Drive Nigeria’s Digital Infrastructure Growth

Anchored by four interconnected frameworks, the initiative aims to establish a secure, resilient, and standardized cloud ecosystem across both the public and private sectors while positioning Nigeria as West Africa’s premier digital infrastructure hub.

The National Information Technology Development Agency (NITDA)  has introduced a comprehensive digital transformation and cloud governance policy package designed to accelerate Nigeria’s cloud adoption, enforce data sovereignty, and spur massive infrastructure investment. Anchored by four interconnected frameworks, the initiative aims to establish a secure, resilient, and standardized cloud ecosystem across both the public and private sectors while positioning Nigeria as West Africa’s premier digital infrastructure hub.

At the foundation of this ecosystem is the National Cloud Computing Guideline, which establishes the overarching policy framework for secure and sovereign cloud adoption. The guideline drives a “Cloud First” mandate across government institutions to streamline public service delivery while emphasizing data classification, interoperability, and risk management. Translating these high-level principles into technical execution, the National Cloud Technical Guideline outlines strict operational standards for cloud architecture, cybersecurity, incident response, procurement, and seamless data migration to safeguard national data assets.

To guarantee compliance and trust across the digital landscape, the National Digital Infrastructure Assurance Framework (NDIAF) serves as the central certification mechanism. Covering data centres, cloud services, AI infrastructure, and sovereign compute, NDIAF replaces fragmented, sector-by-sector assessments with a single, nationally recognized certification. It enforces continuous risk-based surveillance rather than point-in-time checks, ensuring that critical national information infrastructure meets international quality standards while directly supporting national data-localization objectives.

Complementing regulatory oversight, the National Cloud Investment Strategy serves as the capital-facing engine designed to unlock vast market potential. With Nigeria’s domestic cloud market projected to nearly triple from $1.03 billion in 2025 to $3.28 billion by 2030, the strategy positions the government as a primary anchor customer. To attract institutional investors, the strategy introduces a streamlined Approval in Principle (AiP) process, unifies regulatory entry points across key agencies—including NITDA, CBN, NCC, NIPC, and NDPC—and actively targets critical operational bottlenecks such as grid power, fibre redundancy, foreign exchange access, and equipment customs clearance.

Through these combined measures, Nigeria is creating a predictable regulatory and investment climate aimed at converting its domestic market scale into a regional advantage under the African Continental Free Trade Area (AfCFTA), paving the way for hyperscale cloud and data centre developments nationwide.
