Côte d’Ivoire Expands Electronic Signature Use to Support Paperless Administration

According to the DMOA, the electronic signature allows authorised officials to initial administrative documents regardless of their location. The system is designed to make administrative procedures faster and more efficient while reducing dependence on physical documents.

Côte d’Ivoire is expanding the use of electronic signatures across public administration as part of efforts to reduce paperwork and accelerate administrative procedures.

On Tuesday, September 15, 2026, the Directorate for the Modernisation of Administrative Organisation (DMOA), under the Ministry of the Civil Service and Modernisation of the Administration, enrolled the mayor of Marcory, Aby Raoul, and the municipality’s secretary-general, Léon Gbétr​​y Kouassi, into the electronic signature system.

The DMOA delegation, led by its first manager, Bessin Antoine, carried out the registration at Marcory Town Hall in Zone 4. The two officials will use the system in the processing and signing of administrative documents.

According to the DMOA, the electronic signature allows authorised officials to initial administrative documents regardless of their location. The system is designed to make administrative procedures faster and more efficient while reducing dependence on physical documents.

The deployment supports Côte d’Ivoire’s broader digital transformation programme and its target of achieving a “Paperless Administration” by 2030.

Following the enrolment, Mayor Aby Raoul welcomed the introduction of the system and expressed satisfaction with Marcory’s participation in the electronic signature programme.

The initiative received support from the General Directorate for Decentralization and Local Development (DGDDL) and the National Agency for Information Systems Security (ANSSI), which was present to validate the enrolments.

The DMOA said the continued deployment of electronic signatures forms part of efforts to modernise public administration and strengthen the digital management of government procedures.
