Kenya CA Moves to Finalise Guidelines for Commercial Internet Telephony Services
In the notice, the CA describes itself as the regulatory agency for Kenya's ICT sector, with responsibilities spanning telecommunications, e-commerce, cyber security, broadcasting, and postal/courier services.
The Communications Authority of Kenya (CA) has issued a public notice inviting stakeholders to a validation forum on its draft technical and operational guidelines for the deployment and roll-out of commercial internet telephony services in 2026.
In the notice, the CA describes itself as the regulatory agency for Kenya’s ICT sector, with responsibilities spanning telecommunications, e-commerce, cyber security, broadcasting, and postal/courier services. The Authority also manages numbering and frequency spectrum resources and administers the Universal Service Fund (USF), while overseeing the interests of ICT consumers.
According to the notice, the CA developed draft guidelines for internet telephony services and had earlier subjected them to public and stakeholder consultation. Having since reviewed the submissions received, the Authority says it now wishes to hold a stakeholder validation exercise to finalize the guidelines.
The validation forum is scheduled for September 30th, 2026, at 10:00am, and will be conducted online via a Webex link provided in the notice. Details of the representations received during the earlier consultation, along with the Authority’s position on them, have been published and are available on the CA’s website.
The notice is signed by the Director General/CEO of the Communications Authority of Kenya, and includes contact details for the CA’s head office in Nairobi as well as its regional offices in Eldoret, Mombasa, Nyeri, and Kisumu.
