Mozambique’s INCM Seeks Consultants to Modernise Postal Sector

Mozambique’s Communications Regulatory Authority (INCM)  has launched a call for Expressions of Interest from national and international consultancy firms to conduct a comprehensive study and analysis of the country’s postal market.

The consultancy, issued under reference INCM/SC/95/2026, will support INCM in assessing Mozambique’s postal sector and developing an implementation roadmap to modernise and transform the industry, with a focus on citizens and customers.

The study will examine the postal sector as a whole, including operators, market conditions and the legal and institutional framework, with particular attention to CORREIOS, the country’s designated postal operator.

The scope will cover the sector’s current state and strategic direction, including infrastructure and postal operations, digital transformation, postal financial services, e-commerce, public service delivery, digital inclusion, business development, innovation, improvements to the Integrated Postal Development Index (2IPD) and international business development.

The consultancy is expected to run for six months, with key deliverables including a Sector and Postal Market Diagnostic Report, Postal Sector Transformation Strategy, Implementation Roadmap and Action Plan.

To qualify, firms or consortia must demonstrate experience in postal sector transformation and modernisation, including at least three projects of similar nature and complexity. At least one of these projects must have involved the transformation of a postal operator. Experience in Africa, emerging markets and work with the Universal Postal Union (UPU) will be considered an added advantage.

The required technical team must include a Team Leader with at least 10 years of professional experience, a Postal Sector Digital Strategy and Transformation Specialist with at least eight years of experience, and a Business Model, Commercial Development, Innovation and Training Specialist with at least eight years of experience.

INCM will assess submissions based on company experience in similar services, which carries 40 points, and the qualification and experience of the technical team, which carries 60 points. Firms must achieve at least 90 points overall, with minimum scores of 35 points for company experience and 55 points for the technical team, to qualify for the shortlist.

Interested firms must submit 11 documents, including an expression of interest, institutional profile, details of similar projects, technical team composition and CVs, professional references and a declaration confirming no conflict of interest with INCM and CORREIOS.

Submissions must be made in Portuguese, with one original, two copies and an electronic copy on a flash drive. The deadline is 2:00pm on October 9, 2026, at INCM’s headquarters at Praça 16 de Junho, No. 340, Bairro da Malanga, Maputo City.

The procurement process will be governed by Mozambique’s Regulation on Public Works Contracting, Goods Supply and Services Provision to the State, approved under Decree No. 79/2022 of December 30, 2022.
