Senegal Validates National Blueprint to Unlock Value From Data
The project, which has been underway since June 2026, aims to make data a driver of economic, social, environmental and institutional value creation.
Senegal’s Ministry of Telecommunications and Digital has held a national workshop to validate a national Blueprint on Data Valorisation, as the country moves to strengthen the economic, social and institutional use of data.
The two-day workshop, held on September 21 and 22, 2026, was organised through the ministry’s Directorate of Information and Communication Technologies (DTIC), with support from Smart Africa under the Data Governance in Africa programme, accompanied by GIZ. Senegal is one of the pilot countries for the initiative, alongside Kenya and Lesotho.
The project, which has been underway since June 2026, aims to make data a driver of economic, social, environmental and institutional value creation. National consultations held on July 1 and 2 identified data- and artificial intelligence-based use cases with potential to create value across different sectors.
The consultations were complemented by an inventory and mapping of Senegal’s national data ecosystem, contributing to the development of an initial roadmap. The September validation workshop allowed national stakeholders to provide feedback and refine the roadmap, implementation framework and monitoring and evaluation mechanism ahead of finalisation.
The initiative forms part of Senegal’s Vision 2050 and New Deal Technologique, as well as the country’s National Data Strategy and National Artificial Intelligence Strategy. It is expected to support the development of innovative data- and AI-based services, strengthen the competitiveness of strategic sectors, improve public services and promote sustainable and inclusive growth.
The validation process brought together representatives from government ministries, public institutions, universities, businesses, technology stakeholders, civil society and technical and financial partners.
The ministry said the contributions gathered during the workshop will be used to further refine the roadmap before its finalisation, with the goal of turning data valorisation into practical applications that benefit citizens, public administration and Senegal’s economy.
