Uganda Launches National Communication Policy 2026 for Digital Citizen Engagement
The policy aims to address fragmented government communication by promoting a more coordinated, digital and citizen-centred approach.
Uganda has launched its National Communication Policy 2026 to establish a coordinated approach to government communication, public engagement and the delivery of information to citizens.
Announced by the Minister of ICT and National Guidance, Justine Kasule Lumumba, the policy requires ministries, departments and agencies (MDAs), as well as local governments, to develop communication strategies aligned with the national framework.
The policy aims to address fragmented government communication by promoting a more coordinated, digital and citizen-centred approach. Through the framework, public institutions are expected to improve how they share information, engage citizens and communicate government initiatives and services.
The launch also comes as Uganda prepares to host the Digital Government Africa Summit 2026/27 in Kampala. The policy aligns with broader digital government discussions on using technology and institutional reforms to improve public service delivery and strengthen engagement between governments and citizens.
Its implementation will depend on how government institutions translate the national framework into practical communication strategies and coordinated public engagement initiatives.
